I also like the idea using NPC Skill for just combat. It's a good idea. I personally hate large stat blocks for NPCs, so listing what they're particularly good at is sufficient. Stylistically, I prefer to go one-way with the modifiers if possible. So in my case, I would add the penalty to the Target...

I don't care for shopping lists, unless one needs to specifically limit what is available. For example, If you go to trade with a stone-age tribe, then just let it be known they don't offer metal tools and armor.

Just about any task when there's no time pressure or anything interesting that could come from failure. In Pathfinder I think they call it Take 20 (a roll of 20 from their D20 rolls).
