Like darksoul, I prefer to allocate according to character concerns. If I were forced to choose I'd pick breadth over depth at creation, developing individual skills over time with XP.

As for capping total effectiveness, one alternative comes to mind: Each time you raise Skill, Stamina, Magic or a Special Skill with XP you mark a notch next to it.
