That's pretty much how I'd interpret it. Even if the rules don't strictly say so, if a player wants do an action that sounds pretty feasible according to the Special Skill, I'd let them.

Why not just strip the D&D mechanics and stats out,replace with the equivalent FF content and award experience per the core rulebook?

I have a Kingdoms of Kalamar campaign box set by Kenzer and Company. The world described is generic enough to port any rules system to it.

Yaztromo definitely seems to have more of a hand in trying to overcome the forces of evil in Allansia than the other two. I get the feeling that the other two would prefer to be left alone and only get involved in the"face of truly world threatening evil with capital E. I haven't read it in a while,...

Got mine here in NZ, along with the Maelstrom Fantasy Toolkit (how do I get the PDF for that?) What has it got, well: 6 new magical styles rules for hirelings organisations, holding and dominions mass battle rules wilderness adventures random wilderness map generator but that is just the blurb, now...

Could be part of an even bigger campaign then; if Yaztromo was the wizard who assisted the hero in Legend of Zagor, maybe it can be worked that Yaztromo is the person who sends the adventurers to Firetop Mountain to begin with.

I found this site a few years or so back. The computer generated dice can be a bit unforgiving on some of the books, but it's still fun.
