Sp. Sk. rank as multiplier for damage

I don't know if anyone else has hit upon this idea, but I was considering using the rank in a combat Special Skill as a multiplier for damage rolled.

For example,

Bob the Barbarian has 4 ranks in Brawling. He is using a dagger to attack a monster. If successful, he is able to do 4x whatever is rolled on the dagger damage table.

This way, the Sp. Sk. is not only a bonus "to-hit", but also to damage.

This would replace the 2x on 6-6 rule.

dagger 1 1 2 2 2 2 3 --> 4 4 8 8 8 8 12

Thoughts? Is it over-powered?

It's odd that a Sp. Sk. rank improves one's ability to strike a target successfully, but not to grant any increase to damage. After all, it's about doing damage too. Instead of a multiplier, perhaps a lesser bonus:

Sp. Sk. Rank.....damage bonus
1.........0
2.........+1
3.........+2
4.........+3
>4.......+4

This may be stacked with the benefit of having the Strongarm Talent.

Perhaps a +1 for each rank instead of a multiplier would have been less scary
