How does Arrow-Snake work?

If missile combat goes first, how will a wizard ever get off casting an Arrow-Snake successfully?

I would say that it is cast simultaneously with the firing.

Taking a cue from Magic the Gathering, if a spell is, by nature, reactive, then you should be allowed to cast it when you know what your opponent's actions are. The classic spell is counterspell (in both Magic the Gathering and AFF) which you wouldn't want to cast until you know that someone else intends to cast a spell. Arrow snake is kind of like a counterspell against people with bows.

Yeah, I've house rule Arrow-Snake and Counterspell to be "reactive" spells like Ward. They can all be cast almost instantly as a reaction.
