How does Arrow-Snake work?

If missile combat goes first, how will a wizard ever get off casting an Arrow-Snake successfully?

Taking a cue from Magic the Gathering, if a spell is, by nature, reactive, then you should be allowed to cast it when you know what your opponent's actions are. The classic spell is counterspell (in both Magic the Gathering and AFF) which you wouldn't want to cast until you know that someone else intends to cast a spell. Yeah, I've house rule Arrow-Snake and Counterspell to be "reactive" spells like Ward. They can all be cast almost instantly as a reaction....simultaneously with the firing.
