Raising zombies vs raising skeletons

So, here is a question I have about raising corpses. Surely, a necromancer doesn't have a choice whether the corpse is a skeleton or a zombie when they raise it? Surely if it still has a certain amount of flesh left, it's a zombie and if the flesh has all rotted away, then it's a skeleton. Whilst, you could argue that you could get a skeleton from a fresh corpse (the spell rots away the flesh or the skeleton just rips it off itself), you can't turn a skeleton into a zombie.

Also, does the spell that makes a zombie preserve the zombie's flesh or does the zombie turn into a skeleton eventually?
